\u6210\u529f\u6649\u7d1a\uff0c\u5728\u6b21\u7d1a\u806f\u8cfd\u56f0\u4e8623\u5e74\uff0c\u7d42\u65bc\u6771\u5c71\u518d\u8d77\uff0c\u91cd\u56de\u9802\u5c16\u7684\u82f1\u8d85\u806f\u8cfd\uff0c\u6210\u70ba\u7403\u58c7\u4f73\u8a71\u3002<\/p>\n\n\n\n<p>\u666e\u901a\u6cd5\u5f8b\u5e2b\uff0c\u7121\u8ad6\u662f\u5426\u8db3\u7403\u8ff7\uff0c\u5c0d\u8afe\u5b9a\u54b8\u68ee\u6797\u80af\u5b9a\u6709\u4e00\u5b9a\u8a8d\u8b58\u3002<\/p>\n\n\n\n<p>\u4e8b\u7de3\u300c\u5e0c\u65af\u5821\u6158\u5287\u300d(Hillsborough Disaster)\uff0c1989\u5e74\u8afe\u5b9a\u54b8\u68ee\u6797\u8207\u52c1\u65c5\u5229\u7269\u6d66\u5728\u5e0c\u65af\u5821\u7403\u5834\u6bd4\u8cfd\uff0c\u671f\u9593\u4e0d\u5e78\u767c\u751f\u4eba\u8e29\u4eba\u4e8b\u6545\uff0c96\u540d\u7403\u8ff7\u55aa\u751f\u3002<\/p>\n\n\n\n<p>\u5927\u91cf\u7403\u8ff7\u5728\u77ed\u6642\u9593\u5167\u7531\u7403\u5834\u4e00\u500b\u5165\u53e3\u6e67\u9032\u5834\u5167\u5c0f\u5340\uff0c\u4e0d\u65b7\u5c07\u524d\u9762\u7684\u4eba\u64e0\u5411\u770b\u53f0\u524d\u65b9\u7684\u9435\u7d72\u7db2\uff0c\u9020\u6210\u4eba\u8e29\u4eba\u6158\u5287\u3002<\/p>\n\n\n\n<p>\u6158\u5287\u5bb6\u5c6c\u5411\u672a\u6709\u59a5\u5584\u7ba1\u5236\u4eba\u7fa4\u7684\u8b66\u65b9\u63d0\u51fa\u7d22\u511f\uff0c\u5373\u8457\u540d\u7684Alcock v Chief Constable of South Yorkshire Police\u6848\u3002<\/p>\n\n\n\n<p>\u6b64\u6848\u7279\u5225\u4e4b\u8655\u5728\u65bc\uff0c\u4e0a\u8b70\u9662 (House of Lords\uff0c\u7576\u6642\u82f1\u570b\u7684\u6700\u9ad8\u6cd5\u9662)\u88c1\u5b9a\uff0c\u5982\u6b7b\u50b7\u8005\u5bb6\u5c6c\u8eab\u5728\u73fe\u5834\uff0c\u89aa\u773c\u76ee\u64ca\u81ea\u5df1\u646f\u611b\u89aa\u4eba\u906d\u9047\u6158\u5287\uff0c\u6216\u770b\u5230\u300c\u5373\u6642\u5f8c\u679c\u300d(immediate aftermath)\u4f8b\u5982\u5728\u505c\u5c4d\u9593\u76ee\u7779\u89aa\u4eba\u7684\u907a\u9ad4\uff0c\u800c\u8499\u53d7\u7a81\u767c\u6027\u7684\u7cbe\u795e\u5275\u50b7\uff0c\u5373\u4f7f\u81ea\u8eab\u6c92\u6709\u8eab\u9ad4\u53d7\u50b7\uff0c\u53ef\u4ee5\u8eab\u70ba\u6b21\u53d7\u5bb3\u4eba(secondary victim)\uff0c\u5c31\u55ae\u7d14\u7684\u7cbe\u795e\u5275\u50b7( pure psychiatric harm)\u53d6\u5f97\u8ce0\u511f\u3002<\/p>\n\n\n\n<p>\u7136\u800c\uff0c\u5982\u5bb6\u5c6c\u53ea\u662f\u900f\u904e\u96fb\u8996\u76f4\u64ad\u76ee\u64ca\uff0c\u6216\u5373\u4f7f\u5728\u73fe\u5834\u76ee\u7779\u6158\u5287\uff0c\u53ea\u8499\u53d7\u6162\u6027\u7684\u5fc3\u7406\u5275\u50b7\u4f8b\u5982\u6291\u9b31\u75c7\uff0c\u56e0\u70ba\u592a\u904e\u9059\u9060\u6216\u640d\u5931\u592a\u9593\u63a5\uff0c\u4e0d\u80fd\u7372\u5f97\u8ce0\u511f\u3002<\/p>\n\n\n\n<p>\u9999\u6e2f\u7684Lee Wah v Lok Wai Wa\u6848\uff0c\u4ea4\u901a\u610f\u5916\u6b7b\u8005\u7684\u6bcd\u89aa\u5728\u4e8b\u767c\u5f8c\u8d95\u8d74\u91ab\u9662\uff0c4\u5c0f\u6642\u5f8c\u76ee\u7779\u907a\u9ad4\uff0c\u8499\u53d7\u7a81\u767c\u6027\u7cbe\u795e\u5275\u50b7\u3002\u6cd5\u5ead\u63a5\u7d0d\u9019\u4f4d\u6bcd\u89aa\u4f5c\u70ba\u6b21\u53d7\u5bb3\u4eba\u7684\u7533\u7d22\uff0c\u88c1\u5b9a\u5979\u76ee\u7779\u4e86\u300c\u5373\u6642\u5f8c\u679c\u300d\u3002<\/p>\n\n\n\n<p>\u5f9e\u9019\u4e9b\u6848\u4ef6\u53ef\u898b\uff0c\u6b21\u53d7\u5bb3\u4eba\u76ee\u7779\u89aa\u4eba\u8499\u96e3\u6216\u5373\u6642\u5f8c\u679c\uff0c\u800c\u906d\u53d7\u7a81\u767c\u6027\u7cbe\u795e\u5275\u50b7\uff0c\u6216\u53ef\u7372\u5f97\u8ce0\u511f\u3002<\/p>\n\n\n\n<p>\u96d6\u7136\uff0c\u91d1\u9322\u4e0d\u80fd\u91ab\u6cbb\u53d7\u5275\u7684\u5fc3\u9748\uff0c\u4e5f\u4e0d\u80fd\u4fee\u5fa9\u7834\u788e\u7684\u5bb6\u5ead\uff0c\u4f46\u5408\u7406\u8ce0\u511f\uff0c\u59cb\u7d42\u4e5f\u662f\u5f70\u986f\u516c\u7fa9\u7684\u4e00\u90e8\u4efd\u3002<\/p>\n\n\n\n<p>\u9858\u6211\u5011\u6176\u795d\u52dd\u5229\u4e4b\u9918\uff0c\u4e0d\u8981\u5fd8\u8a18\u906d\u53d7\u75db\u82e6\u7684\u4eba\u4ee5\u53ca\u4ed6\u5011\u7684\u5bb6\u4eba\u3002<\/p>\n\n\n\n<p>\u5f8c\u8a71\uff1a\u7576\u5e74\u7684\u8afe\u5b9a\u54b8\u68ee\u6797\u662f\u82f1\u8d85\u52c1\u65c5\uff0c\u56e0\u6b64\u5176\u6642\u8207\u5229\u7269\u6d66\u7684\u8db3\u7e3d\u76c3\u8cfd\u4e8b\u53d7\u842c\u773e\u671f\u5f85\uff0c\u672a\u6599\u5f15\u8d77\u6158\u5287\u3002
